Before EMS was a company, it was a family trying to navigate healthcare on their own.

Enrollment Management Services was built from real experiences, difficult moments, and a belief that people deserve better support when making healthcare decisions.

When Healthcare Became Personal

It Started With a Family

Ralph Blackwelder Jr. entered the insurance industry in 1991 as a young husband and father trying to build a career and provide for his growing family.

At first, like many people early in their careers, success mostly meant stability. Supporting his family. Building something meaningful. Creating opportunity.
But over time, the work started becoming more personal.

Ralph spent his days talking with families who were overwhelmed by healthcare costs, confused by insurance options, and unsure where to turn. Many simply needed someone willing to slow down, listen, and help them understand what choices were available to them.

As Ralph shared in his interview:

“If I’m gonna do this, I wanna have the best one.”

That moment stayed with him.

Because even then, the work was becoming less about policies and more about people.

What Changed Everything

As Ralph and Tracy were building their family, their first son, Taylor, was diagnosed with cystic fibrosis as an infant. What had once been Ralph’s profession suddenly became deeply personal.

The Blackwelder family quickly found themselves navigating hospital visits, treatments, insurance challenges, and the uncertainty that so many families facing chronic illness understand firsthand. Over time, four more of their children would also face chronic medical conditions.

Healthcare was no longer something Ralph discussed only with clients. It had become part of everyday life for his own family.

“Most people are doing the best they can with the information they have.”

Through those experiences, Ralph and Tracy realized how overwhelming healthcare decisions can become when families do not feel supported or informed.

That realization would eventually shape the foundation of EMS.

Why EMS Was Created

Over time, Ralph began realizing that many employers were facing the same challenges his own family had experienced. Employees were being asked to make important healthcare and financial decisions without enough guidance, education, or support.

Ralph believed there had to be a better way. In 2004, he launched a consulting business focused on helping employers and employees navigate healthcare decisions with greater clarity and confidence.

Ralph’s approach looked different — instead of only focusing on health plans, he focused on people.

He believed employees needed:

As employers created environments where employees felt more supported and informed, healthcare decisions improved, families felt more confident navigating their options, and employers experienced more sustainable outcomes.

That work eventually evolved into Enrollment Management Services.

“Education empowers informed healthcare decisions.”

“People make better decisions when they feel supported, informed, and understood.”

Ralph Today

Those who know Ralph best describe him as someone who naturally looks for ways to help people.

Whether supporting an employer through difficult healthcare challenges, walking an employee through an important decision, or building a custom sling to help an injured lamb heal on the family farm, Ralph approaches problems with curiosity, compassion, and determination.

Because for Ralph, this work has never simply been about insurance.

It has always been about helping people feel less alone while navigating some of life’s most difficult decisions.

Healthcare is personal. The support people receive while navigating it should be personal too.
